Document F: US Strategic Bombing Survey
Source: The U.S. Strategic Bombing Survey was a board of
experts assembled to produce an impartial assessment of the American bombings
during WWII in Germany and Japan.
Based on a detailed
investigation of all the facts, and supported by the testimony of the surviving
Japanese leaders involved, it is the Survey's opinion that certainly prior to
31 December 1945, and in all probability prior to 1 November 1945, Japan would
have surrendered even if the atomic bombs had not been dropped, even if Russia
had not entered the war, and even if no invasion had been planned or
contemplated.
Context: After Okinawa, the U.S. was successfully blockading
Japan, which stopped them from being able to get necessary supplies,
including food and fuel. American B-29 bomber planes were causing significant
destruction in Tokyo, which basically was already in ruins. The Soviet Union,
having already defeated Germany, declared war on Japan and was preparing to
invade Manchuria. Japan was being surrounded and attacked on all sides
without much possibility of fighting back.
